31 Jan 09 - The largest power outages in Kentucky history disabled water systems in much of the western of the state, where residents in some in rural areas resorted to dipping buckets in a creek. Authorities warned it could take up to six weeks before power was restored to the most remote spots.

Local officials grew angrier at what they said was a lack of help from the state and the Federal Emergency Management Agency (FEMA).

In Kentucky's Grayson County, Emergency Management Director Randell Smith said the 25 National Guardsmen who have responded have no chain saws to clear fallen trees, and that FEMA was still a no-show days after the storm.

At least 42 deaths have been blamed on the ice storm.
