Mr. Felix,

The attached river level chart shows that the crest (40.8 ft.) was reached late Friday night, about one foot above the previous record.

The expected crest of 42 - 43 feet did not occur they believe, due to unseasonably cold temperatures, 15 degrees F below normal. These low temperatures slow down the melting of snow into the river drainage basin. 

                15 degrees below normal! That's a huge difference.

I grew up in Grand Forks, North Dakota some 35 years ago and skipped school once or twice to help sand bag down at the Central Park area.
