. What has been a colder and snowier winter than normal in most of the country is expected to continue for March, says Phillips. Saskatchewan and Manitoba set daily records for cold temperatures. "Regina, for example, got below -40 on at least two occasions,” said Phillips. “They had probably 60 days in the winter where they had temperatures below -30," making it the coldest December in 30 to 40 years. In the far west, Phillips said it has not only been
colder than normal but the issue there has been the amount of snow.
