Charest told the legislature Wednesday that he will make a formal request after more than 2,100 houses were flooded in the area. The river has been steadily rising since last week, with another 50 mm to 60 mm of precipitation expected by the weekend. Lake Champlain, which straddles the Quebec-New York border, also presented a flood threat.
There were reports that some people had resorted to stealing
