30 Jul 11 - Japan issued evacuation advisories overnight for more than 180,000 people in central Niigata region and tsunami-hit Fukushima as heavy rains triggered floods. According to the Jiji Press news agency, rain has topped 20 inches (half a meter) in several areas since Wednesday. Sanjo City in Niigata, about 200km north of Tokyo, advised all 104,000 residents to go to flood evacuation centers, the agency said. As if the residents haven't already had enough trouble, more than 70,000 homes and buildings in Niigata and Fukushima prefectures have been hit by power blackouts, with many houses flooded.
